Use the 10 Year Health Plan and digital-first implications page to separate strategic policy, current 2026/27 primary-care contractual requirements, live NHS App capability, planning expectations, the proposed Single Patient Record, FDP/HDRS purposes, and time-sensitive delivery milestones. It connects each programme to the same flow-specific legal, confidentiality, standards, inclusion and assurance gates used elsewhere in the wiki.

Use the Chapter 3 analogue-to-digital commitment map for the official chapter’s named App tools, SPR promises, HealthStore, AI, wearables, proxy access, staff technology and planned-care platform. It records delivery state and the decisive gate for each commitment rather than treating the chapter as one current mandate.

Health Bill 2026

The Health Bill introduced in 2026 includes proposals for a single patient record and related information powers/framework. It is a Bill, not current law, and may be amended before Royal Assent; enacted provisions may then require commencement, regulations, standards and implementation guidance. SRC-029

Do not use the proposal as present authority to:

  • expand access to GP information;
  • assume a national record is operational;
  • bypass existing Article 6/9, confidentiality, objection, opt-out, safety or standards analysis;
  • pre-empt controller roles or implementation requirements.

Active consultations

DCB0129 and DCB0160 were active standards under consultation for revision at the research date. Continue to apply the current standards until an authoritative replacement and transition timetable say otherwise. SRC-019 SRC-020
