Response contract

For a flow-specific answer:

1. state jurisdiction and research date;
2. state the direction and named workflow before listing instruments;

5. distinguish current baseline, conditional, scope-dependent, guidance/local and future-proposal status;

7. cite stable claim and source-register links beside material conclusions;
8. state which facts remain unresolved and route them to the validation queue;
9. express “maximum” as purpose- and role-specific safe interoperability, never maximum record volume;
