The binding design contract is the repository-root DESIGN.md.

The production profile is Zensical full with Regulation 28-style stock renderer chrome. The renderer's supported Material-compatible colour variables and narrowly scoped interactive states use #0078d4 with accessible darker, lighter and transparent derivatives. The width control is neutral until Wide is selected, when it uses the NHS blue tint with #005a9e text; closed Search retains the stock neutral-grey treatment and gains blue only through the visible keyboard-focus ring and the open-search state adapter. Content-specific elements use the same restrained blue family, visible two-tone focus, semantic labels and rectangular evidence/decision surfaces. The conditional requirement tier uses the governed #a15c00 orange rail and heading at 5.19:1 against white. The higher-assurance tier uses the governed #007f3b green rail and heading at 5.12:1 against white. Both retain explicit text labels, and the renderer continues to own search, navigation, responsive drawers and page outline.

The maintained operational detail is principally for England. UK-wide data-protection law must not be confused with nation-specific health legislation, regulations, contracts, confidentiality governance, standards or policy.

The Workflow reference is the fallback catalogue when a row is uncertain, not a second decision model.

The linked-row model keeps ownership clear: directional tables own comparison, workflow pages own scope, hand-offs, candidate-instrument application and failure controls, the Decision guide owns applicability and stop/go testing, and Record a sharing decision owns the auditable outcome. The minimum-to-maximum model is supporting analysis after the candidate instruments are known. Law, standards and evidence pages retain formal authority, status and scope. Optional technical diagrams use progressive disclosure. Generated graph and LLM exports remain subordinate navigation surfaces.
